Want to know if the PSN is up and you can't be bothered to turn on the PS3? Not sure where to turn for the answer? This website gives you the answer, and updates every 10 minutes. As of writing (and I confidently say I doubt it will change any time soon) the answer is No. I hope one day it will change, so I can play Portal 2's multiplayer mode. Alas, I might have to be social and bring a friend around just so I can play it (Not bloody likely).
